2026 IREM® Property Managers’ Day on Capitol Hill September 23
The IREM Property Managers’ Day on Capitol Hill is an advocacy event for IREM members who want to bring real-world property management experience to federal policymakers.
The program includes a Congressional Briefing and meetings with legislators and staff. Members will have the opportunity to provide insights to lawmakers on how policy decisions affect operations, housing providers, residents, and communities.

Congress passes the 21st Century ROAD to Housing Act
After months of negotiations, Congress passed the 21st Century ROAD to Housing Act, a bipartisan housing package designed to increase housing supply and affordability. The Senate approved the bill on June 22, 2026, by an 85–5 vote, and the House followed on June 23 by a vote of 358–32.
The legislation combines more than 45 housing-related provisions, including measures to streamline environmental reviews, promote rehabilitation of aging housing stock, and incentivize new housing development. Lawmakers also reached a compromise on institutional ownership of single-family homes, restricting companies that already own more than 350 homes from acquiring additional properties.

Massachusetts high court strikes rent control ballot question
The Massachusetts Supreme Court recently ruled that a rent control question could not move forward on the ballot in November because it would have exempted units that are operated in religious facilities.
Because of this exemption, the judges wrote, the question relates to religion, which is “an excluded matter” under the Massachusetts Constitution, and is therefore unconstitutional.

IREM attends 2026 NAR REALTORS® Legislative Meetings
The 2026 NAR REALTORS® Legislative Meetings, held June 13–18 in Washington, D.C., focused on advancing federal housing policy during a challenging market, with housing affordability and supply as the central priorities. NAR Executive Committee Chip Watts, CPM® presented IREM’s bi-annual report to be shared with NAR and its affiliates.
In collaboration with the National Association of Residential Property Managers (NARPM), the IREM team met with lawmakers on Capitol Hill during the meeting to advocate for three measures with a direct impact on our U.S. members, property managers, and clients: a $500 million Housing Partnership Fund, repeal of the CARES Act’s 30-day eviction notice requirement, and a 25% tax credit to support converting vacant office buildings into housing.
